fforasmuch as Ignorance ill Manners and Irreligion are propagated by many parents & masters by Neglecting to Instruct Youth Under their Care &c: It shall be Lawfull for the Select men with a Justice of the peace to Examine all Youth of Tenn Years of Age whether they have been taught to Read and All those which cannot Read at Said Age to binde out to good Masters who shall be Obleidged to Learn them to Read and write till they shall be of Age &c: [Concurrent vote.
